You're probably going to need at least one of these:

Sonic Pi - https://sonic-pi.net/

LoopMIDI - https://www.tobias-erichsen.de/software/loopmidi.html

If you have a hardware MIDI device you want to control, you already know what to do -- select your port, assign it to variable P, and away you go. However, if you're wanting the MIDI signals to come back through a phantom serial port, grab that LoopMIDI and set it up. I have plenty of tutorials on this under similar / related tools, but you can post here if you need a brand new one.
