Episode 2: Electric Boogaloo

I'm not sure if anyone is into these ciphers as much as I am (actually, this is a new thing for me), but I'm considering a second version, with:

1. Variants on the previous algorithm
2. Longer messages
3. More (or less?) clues
4. More (or less?) difficulty 
5. You decide!

Any suggestions along the way will definitely help shape the next one. Whether this one was too difficult or easy plays into it, too!
